Generally, if a GPU is being fully utilised (99-100%) then your CPU isn't struggling to keep up, and the GPU is hitting its maximum potential. You'll fine you will drop below 115 a few times, but on the grounds of your GPU - not CPU. His GPU is at 99%, meaning the Ryshould be absolutely fine for your target even if you don't overclock.
